It carries a different risk profile: it depends on power, on a functioning heating system, and on someone verifying both before the freeze rather than after.

The Restart Problem Nobody Plans For
A property winterized in December and shown to a buyer in February is frequently de-winterized for the showing and never re-winterized. That is one of the most common freeze losses there is, and it is entirely procedural — the work was done correctly, then undone, and the record did not track the change.
Track winterization state as a property attribute rather than as a completed work order. Any event that restores water — an inspection, a showing, a repair — resets it, and the re-winterization has to be scheduled as part of that event.
