Property preservation field work carries real safety risks. Crews enter vacant properties with unknown conditions — structural damage, animal infestations, mold contamination, hazardous materials, and compromised utilities. Falls, chemical exposure, and encounters with trespassers are documented hazards in the industry. Despite these risks, safety protocols in property preservation are often less formalized than in general construction. This guide outlines the safety requirements, OSHA standards, and field protocols that preservation vendors and their crews should follow.
OSHA Compliance Fundamentals
Property preservation work is subject to OSHA regulations. The specific standards that apply depend on the task being performed. Routine property inspections and maintenance fall under General Industry Standards (29 CFR 1910). Work involving structural repairs, debris removal, or demolition triggers Construction Standards (29 CFR 1926). The distinction matters because construction standards are generally more stringent — particularly for fall protection, scaffolding, and electrical safety.
Regardless of which standard applies, OSHA's General Duty Clause requires employers to provide a workplace free from recognized hazards. For preservation vendors, this means conducting site assessments before beginning work, providing appropriate PPE, and training crews on hazards specific to vacant and distressed properties.
Personal Protective Equipment Standards
PPE requirements for preservation work should be tiered based on task risk level. A baseline PPE kit covers the minimum for any property entry. Task-specific PPE adds protection for higher-risk activities.
Baseline PPE for Every Property Entry
- Hard hat — required whenever overhead hazards exist (damaged ceilings, second-floor access, tree debris)

- Cut-resistant gloves (ANSI A4 minimum) — handling debris, broken glass, and damaged building materials is routine

- N95 respirator — minimum for properties with visible mold, dust, or animal contamination
Task-Specific PPE

Fall Protection Requirements
Falls are the leading cause of death in the construction industry and a significant risk in preservation work. OSHA requires fall protection for any work at heights of 6 feet or more in construction activities. This applies directly to roof inspections, gutter cleaning, board-ups on upper floors, and any elevated exterior work. Fall protection options include guardrail systems, safety net systems, and personal fall arrest systems. For most preservation work, a personal fall arrest system (harness, lanyard, and anchor) is the most practical option.
Portable ladder safety is equally critical. Extension ladders should extend 3 feet above the landing point, be set at a 4-to-1 angle ratio, and be secured at the top or base to prevent movement. Step ladders should never be used on uneven surfaces or as leaning ladders. Crews should be trained to inspect ladders before each use and remove damaged ladders from service immediately.
Hazardous Materials Protocols
Vacant properties — particularly those built before 1978 — may contain lead-based paint, asbestos-containing materials, or both. Disturbing these materials without proper containment creates serious health hazards and triggers EPA and state regulatory requirements.
- Lead paint: Any work that disturbs painted surfaces in pre-1978 properties requires EPA RRP (Renovation, Repair, and Painting) Rule compliance. Crews must be trained, the firm must be EPA-certified, and lead-safe work practices must be followed
- Asbestos: Common in floor tiles, pipe insulation, ceiling tiles, and siding in older properties. Never cut, sand, drill, or break suspected asbestos-containing materials. If suspected, stop work and arrange for testing by a certified inspector
- Mold: Small areas (under 10 square feet) can typically be addressed by trained crews with proper PPE. Larger areas require professional remediation. Never paint over mold or use bleach as a remediation method
- Chemical storage: Vacant properties may contain abandoned pesticides, pool chemicals, paint, or other hazardous materials. Do not move or dispose of unknown chemicals — document and report to the servicer for professional hazmat disposal
Confined Space and Structural Hazards
Crawlspaces, basements without ventilation, and utility vaults in commercial properties may qualify as confined spaces under OSHA's Permit-Required Confined Spaces standard (29 CFR 1910.146). Confined space entry requires atmospheric testing, a trained entry team, rescue planning, and an entry permit. Most preservation crews are not equipped for permit-required confined space entry — if the work requires entering a space that meets the OSHA definition, it should be subcontracted to a qualified team.
Structural hazards in vacant properties include compromised floor systems (especially around water damage), deteriorated stairs, fire-damaged framing, and unstable retaining walls. Crews should assess structural conditions before entering any area and withdraw immediately if structural integrity is in question. No preservation task is worth a structural collapse injury.
Field Crew Safety Protocols
- Always work in teams of two at properties with known hazards or in high-crime areas
- Notify dispatch or a supervisor before entering any property — establish a check-in schedule for remote or isolated properties
- Carry a charged phone and first aid kit on every job
- Never enter a property with active occupants without authorization and law enforcement standby if needed
- Document all hazards encountered with photos and written notes — this protects crews, the vendor, and the servicer
