Cincinnati's terrain of steep hillsides along the Ohio River creates distinctive foundation and drainage challenges, particularly in the older urban neighborhoods of Hamilton County. The metro's housing stock ranges from pre-Civil-War row houses in the basin to mid-century suburbs, all subject to Ohio Valley winters with ice, snow, and spring flooding along river corridors.
Cincinnati's hillside neighborhoods and Ohio River basin put foundation drainage, retaining walls, and water intrusion at the top of the vacant-property checklist, and the city's foreclosure registration puts the mortgagee — not the owner — on the hook for compliance. Commercial demand centers on vacant retail and office in Hamilton County and cross-river assignments into Northern Kentucky.
Specialty trade-related needs such as roofing, HVAC, electrical, plumbing, pest control, painting, drywall, flooring, and fencing are performed by Ethreon crews or, where a license is required, by licensed professionals on Ethreon's work order, to Ethreon's standard.

Cincinnati is the one Ohio program that names the mortgagee as the registrant. The duty attaches when a foreclosure has been filed and the property becomes vacant; registration is due within 10 days, at $520 per building. The program limits how long a property may remain boarded — ten business days — which catches vendors applying a standard board-and-leave approach.
Statewide — Ohio Revised Code 2308.031
Ohio prohibits using plywood to secure property that has been deemed vacant and abandoned. Board-ups on those properties use polycarbonate or another compliant material, and on HUD or USDA loans the servicer files an over-allowable request with the statute attached.
HUD and USDA publish the same state calendar; Fannie Mae, Freddie Mac, and VA use one national rate by lot size.
