Bank-Owned Property Maintenance: REO Preservation Requirements and Best Practices

Bank-owned and REO properties have specific preservation requirements from investors, GSEs, and insurers. Learn the maintenance standards for Fannie Mae, Freddie Mac, and FHA properties.

Bank-owned properties — also called REO (Real Estate Owned) — require a level of preservation that goes beyond basic property maintenance. Investor guidelines from Fannie Mae, Freddie Mac, FHA, VA, and USDA each specify different requirements for how vacant properties must be secured, maintained, and documented. Non-compliance can result in chargebacks, fines, and loss of vendor status.

Investor-Specific Preservation Requirements

Fannie Mae and Freddie Mac

GSE-owned properties must be maintained to neighborhood standards at minimum. This includes regular lawn maintenance (grass cut below specified height), securing all openings, removing debris and personal property per timeline requirements, winterization by specific dates, and ongoing inspections at defined intervals. Photo documentation requirements are detailed and specific — missing required photos is a common chargeback trigger.

FHA and Government-Insured Properties

FHA properties have additional requirements around conveyance condition — the property must meet specific standards before HUD will accept conveyance from the servicer. This includes extended timeline requirements for initial service, specific documentation formats, and property condition standards that differ from GSE guidelines. VA and USDA properties have their own distinct requirements.

Common Chargeback Triggers

  • Grass height exceeding investor-specified limits at time of inspection
  • Missing or incomplete photo documentation on work orders
  • Winterization performed outside the investor's required timeframe
  • Securing methods that don't meet investor specifications (wrong lock type, hasp placement)
  • Debris removal that doesn't meet conveyance standards
  • Initial service not completed within required timeframe after referral

Choosing an REO Preservation Vendor

REO preservation requires vendors who understand investor guidelines and can execute consistently across a geographic territory. The difference between a reliable REO vendor and an unreliable one is measured in chargeback rates, completion timelines, and documentation quality. Ask potential vendors about their chargeback rate, average completion time, and photo documentation process before onboarding.
